Mitigation Monitoring Program Status Report, University of California, Los Angeles. Reports completed for 1998, 1999, 2000, 2001 and 2002. This project has involved tracking timing and compliance with campus-wide and project-specific environmental impact mitigation measures required under the Long Range Development Plan Environmental Impact Report, obtaining information about such compliance from relevant responsible parties, conducting field research, and documenting the findings in a written report available to the public. As part of the 1998 effort, Context Research & Mapping automated much of the process through creation of a database of measures, projects and responsible parties, and a series of electronic forms (such as measure charts and form letters of measures to responsible parties) to reduce the time needed to produce the report and to assist in tracking mitigation measures.

Mitigation Monitoring Program, City of Huntington Beach, Pacific City EIR. As a subcontractor to EIP Associates, Context Research and Mapping wrote a mitigation monitoring program for the Pacific City EIR, a mixed-use project consisting of residential, commercial and hotel land uses on a former oil production site. The program identifies the adverse impacts and mitigation measures by resource area, in a tabular format, and also provides the specific mitigation monitoring requirements, including implementation timing, documentation, and responsible party; and monitoring activity, timing and frequency, and responsible party.

Mitigation Monitoring Program, University of California, Riverside. As part of the University of California, Riverside Long Range Development Plan Final Environmental Impact Report, Context Research & Mapping wrote a mitigation monitoring program for the university describing the program—its purpose, responsibilities and duties, and implementation, monitoring and reporting procedures-and a chart of the LRDP mitigation measures included in the Final EIR. In addition, CRM will assist UCR Capital and Physical Planning with designing a process to produce an annual mitigation monitoring program report, which will involve formulating procedures and documents for an electronically-based process, with a printed document as the published report form. The EIR is being written by EIP Associates.

Impact Analysis, University [of California, Santa Barbara]
Residential Development and Ellwood-Devereux Open Space and Habitat Management Plan EIR. As a contract employee to EIP Associates, Context Research and Mapping wrote the impact analysis portion of the Geology Section and the impact analysis for consistency with plans for the Land Use Section, and assisted with editing several other sections of the Ellwood-Devereux Draft EIR. The complex, multi-parceled project involves development of faculty and family student housing and implementation of the portion of the Joint Open Space Plan for the Ellwood-Devereux Coast within the University's jurisdiction.

As a contract employee to EIP Associates, Context Research and Mapping assisted in writing the alternatives analysis for the Ellwood-Devereux Draft EIR, including an alternative requiring analysis at EIR level. As a contract employee to EIP Associates, Context Research and Mapping assisted with Response to Comments for the Pacific City EIR, specifically responding to a letter, from an Orange County law firm, extensively addressing mineral rights access. The Pacific City EIR analyzes a mixed-use project consisting of residential, commercial and hotel land uses on a former oil production site.

Mitigation Monitoring:
Mitigation Monitoring Program Status Report, Santa Monica-UCLA Medical Center Facilities Reconstruction Plan. Underway with 2004 report; completed environmental mitigation measure monitoring reports for 2001, 2002, and 2003, which documented compliance for measures from 1999 through 2003 for a facilities plan with several phased components. For this project, Context Research & Mapping reviewed construction contract specifications to ensure that relevant measures were included, created a stand-alone Construction Management and Mitigation Plan, designed a measures table to track timing and compliance over the course of the nine year-long project, conducted field research and information gathering, and documented findings in annual reports on the status of project mitigations.
